The dark side of the electronic Administration

We are used to relating the electronic Administration to what the citizen can do across Internet, like consulting administrative information, proceeding with a request or the state of records knows.

Pero la Administración electronics also one can and it is necessary to extend to the numerous internal steps that are realized every day in all the public administrations.

Well, this week the Council of the Basque Government has given the starting signal by the beginning of this process in the ambience of our Administration, approving an Agreement on simplification and progress of the procedure of the normative dispositions with decree status.

Why the procedure of the decrees? Very well, by some place it was necessary to begin. And the procedure of procedure of decrees is going to serve as pilot for the extension of this process of simplification and progress of the internal procedure to the numerous procedures that are carried out every day in the internal ambience of the Administration.

It is not necessary to say that to arrange the back room has a direct aftereffect in the service to the citizenship. The project that begins with this Agreement does not look for the biggest glory of the internal bureaucracy, but it chases to improve the capacity of answer of the Public administration to the civil needs, both in quality and in term.

That's why I explain in this post the content and the scope of this initiative.

The Basque Government has always prioritized the external services directed to the citizenship and to the companies, in his process of implantation of the electronic Administration. It was a question of beginning by services that were contributing a direct benefit to the citizenship.

Nevertheless, it is not less true that the telematic procedure also can contribute very tangible benefits in the internal steps that, certainly, are not small. In the internal ambience some profitable conditions happen, also. It is a question of an environment controlled at the time of installing all the necessary devices to proceed of telematic form. It is easier to carry out the deployment of the means of electronic signature. It is possible to form 100 % of the users of the telematic services. And the technical support before any incidence is more accessible.

On the other hand, a very important aspect of the internal telematic procedure is his pedagogic potency. It is a good form of that the public professionals acquaint with the telematic means, like the electronic signature or the electronic documents. This way when they come to them from the citizens they will know better what is brought between hands.

That's why, from the beginning of this term we tackle the process of internal digitization of the services. And we are doing it likewise we execute in due time the digitization of the external services. Namely beginning for identifying the procedures families and preparing the basic model of procedure of every family.

From here on, it is a question of the common infrastructure of telematic procedure giving answer to the needs for procedure of every family, so that solutions standard could be constructed to give support to the internal procedures, instead of which every Department generates particular hardware to manage common needs.

When scarcely we had initiated this process, there us appeared the challenge of simplifying the procedure of the decrees. We value it like an opportunity, tackling the work as pilot project of this wider process of internal digitization.

The first solution that was coming at the head of all was the digitization of the procedure and the elimination of all the reports that could improve the procedure. But none of these targets could be obtained in the short term. The digitization needs computer developments that take time and the elimination of the reports needs normative modifications, which also take time.

That's why, we appear the initial target to re-design the procedure with character before to his digitization and, also, inside the current normative frame. And it turned out that significant progress of practically immediate implantation could be done.

Summing enough up, the first proposed progress consists of enabling a work place colaborativo in that every organ promoter of a project of decree publishes the information about the same one, so that both the remaining Departments of the Government, and the organs that they must inform in the procedure of the decree could carry his contributions out during the proper making of the articulated text, avoiding this way the discrepancies that usually arise when the project is already very advanced and any change supposes a serious mishap. Namely thus the making of the project of decree begins with a phase colaborativa, in that all the persons who have something that to reach port on the topic they arrange of the opportunity to do it. We are before what we might consider a practical application of the concept of Administrations in network.

The second significant progress consists of requesting of simultaneous form the making of all the obligatory reports, except those of legality and those of economic control, which must be requested at the end of the procedure, by virtue of his specific regulation. This procedure phase in parallel one makes coincide also in the time with the consultations other administrations, the public information, when it is needed, and with the allegations of possible interested parts.

In such a way that the Agreement of the Council of Government, on one hand, has approved the new procedure of procedure of the decrees and, for other one, it carries two orders out: the digitization of the procedure and the proposal of normative modifications directed to rearrange or to eliminate the reports that are not essential or that could be replaced with other more efficient forms of intervention.

This way, a few short-term results are obtained, with the redesign of the procedure inside the current normative frame, and the precise performances get ready for the attainment of other medium-term targets.

In addition to the content of this work, it seems interesting to reflect the form in which it has been carried out to me: by means of a technical group in which there have been represented all the parts that intervene in the procedure of the projects of decrees. Namely one has entrusted the work neither to a specializing organ, nor to an external counsel, nor to a wise person of recognized prestige, but this procedure model has been prepared straight by a group of public professionals of meat and bone that they know the topic first hand, because the decrees procedure is part of his daily work. And this group of public professionals has demonstrated his working capacity in team and of preparing excellent proposals to improve the functioning of the Public administration. I add here that my experience has always been positive, whenever I have known processes colaborativos, in that the public professionals have had the opportunity to be employed at team without much ado limits that the current legislation.

The model of procedure approved by means of this Agreement goes to lead to the practice of effective form because we are going to entrust to be carried out all the actions of communication and formation necessary for it. Namely we are going to be proactive so that this Agreement does not stay in wet role.

And, in parallel, already we have started working with the orders realized in the Agreement, starting by the digitization of the procedure.
