kulturklik: platform to construct culture between all

kulturklik

A little late, I give you news about one of the most innovative and excellent web initiatives of the current Basque Government. Kulturklik, which started by being a blog opened for the cultural sector, from March 1 reaches the adulthood and adopts form of web.

Kulturklik, Interactive Space of the Basque Culture, is born with the emulation to be a common, open platform shared with all the actors of our culture, for the diffusion and possible commercialization both of his activities and of those contents of value that are adapted to the new channels of interaction and communication. With this target, he will look whenever the Basque culture, in all his declarations and expressions, is constructed from perspectives dialógicas and open and with the suitable respect so much to the rights of the creators for his work, as to the demands of the citizens.

Have you understood? The Department of Culture has enabled this platform, not for the proper communication of the Department, but so that creators and distributors of culture could spread his activities and products. And to create conversation concerning the culture.

It is structured concerning four big axes:

  • Agenda: It will allow to be on the day of the cultural activities attend that are celebrated in the ambience of the Basque Autonomous region.
  • News: To take the daily pulse of the cultural actuality.
  • Contents: Where we will visualize the proposals that both creators and cultural industries do to us and present.
  • Knowledge: To know more on the culture of Basque Country. Information, statistics, biographies, reflections, reports …

Kulturklik does tangibly some ideas that we have dreamed in the public blogosfera. The Administration takes the role of neutral platform for the social innovation. It leaves the ivory tower and goes down to the square of the people, to collaborate in the already existing big conversation. He listens, connects, shares.

My biggest congratulations to Txetxu Barandiaran and to the rest of the team, with a special kiss to this girl who is everywhere.

Code of Good Government for the Basque Public health

Code of Good Government for the Basque Public health The Basque Government is starting diverse initiatives faced to impel the values and beginning of the good government.

One of them is the creation, on the part of the Department of Health, of an Experts' Committee to prepare a Code of Good Government of the Basque public health.

The Order of the Adviser of Health and Consumption (pdf, 76,82 kb), for which Adviser creates the Advice on the Code of Good Government in the Basque Public health, attributes to him the mission to formulate proposals and, in his case, to collaborate with the Department of Health and Consumption in the writing of the content of the Code of Good Government of the Basque Public health, as well as in the fixation of a program of performances and instruments of supervision that guarantee his fulfillment.

This Code of Good Government is opened for the civil participation. For it, the Department of Health is using the IREKIA platform, across the Innovators' Community of Innobasque, like point of meeting in which all the organizations and individuals (professional schools, scientific societies, patients' organizations, trade unions, management, academic, etc.) are invited to contribute with his comments and contributions.

Although this topic affects to the practical totality of the Basque citizenship and, of direct form, to 30.000 professionals of the Basque system of health, the participation has not detached yet. Also it is true that the contents published in the point of meeting are still very general. I hope the participation cheers up when the Experts' Committee begins to publish advances of his conclusions. We will be attentive.

Day of balances: the alorza confession

false Magritte mirror Christmas is one of the periods that I usually dedicate to eliminating of the network and lick the wounds to me. This year, on the other hand, I feel addressed by the last post of my partner Iñaki, in which it does balance of the activity of his Direction in these first months.

From June, 2009 I have assumed the Director's charge of Civil Attention in the Basque Government. In this Direction we are provided with two services:

It will be necessary that he dedicates a post to each of these services. This one dedicated it to a personal balance, to what the whole life has called itself a confession. I will not say if I am right in it or badly, that is something that corresponds to you, but how I am fitting my new labor reality. I suppose that many will not be interested in.

Let's start with the most general feeling, with the balance that goes out for me of the intestines. And it is very positive. I feel that I am doing what it has me to do in this moment. And most of the days enjoyed the work. Almost I am scared to say it, because everything good tends to go worse :-)

In due time we said that happening from technician to the director was a natural step. And this way it is. I still neither have felt a special dizziness, nor have faced challenges out of my "area of proximity".

I know the dangers of feeling too similar and believe that it is not the case. I am the type that in the night loses the sleep with autorrecriminaciones. The difference is that now I get up of the bed with desire of changing and of changing the world.

The most clear innovation, in my labor trip, is being part of a team of Government, of a political team. For someone who feels obstinately independent and with instincts a problem might become anarchists. It is not like that. I feel comfortable.

Idoia Mendia, our Adviser, promised us support and enough action freedom. In return, he asked us for allegiance to the team of Government. Both parts of the contract are fulfilled. And our direct person in charge, Obdón Bilbao, Viceadviser of Public administration, is playing a key role as facilitating and coordinating. I insist: we are able to try most of what we want to do. Another thing is that we are provided with scarce resources, but this is a law of the game in a moment of economic crisis.

There is very interesting the dynamics of creation of networks and teams in the new Government, in the context of a miscellany of independent and the people of party, of technical staff of the management - public or private - and career politicians. It is one of the aspects that more they are teaching me. I have much for that to be grateful to my new partners and partners.

For personalizing, I must thank special Txema García Orois, Systems director and Telecommunications, which everything is putting on his part so that the technology is to the service of the politics of Public Innovation, which Iñaki Ortiz leads, and to the service of the Civil Attention. With three Directions in tuning, we must be capable of starting in 2010 a plan that puts in value the collaboration that we are constructing.

Another person whom I must thank is Nagore of the Rivers, Director of Open Government and Communication in Internet. It has the role difficult to make visible an idea that moves in the field of the values: that of the "Open Government". He knows that it is she who is going to be the manager of committing the first errors and more of the necessary thing is not scared. And she is a faithful partner who debates his decisions and who collaborates in the territories shared between our directions.

Anyway, since this is not the delivery of the awards Goya, I am going to omit the gratitude to other persons of my environment. Last only one gratitude to the persons of my team, big professionals with whom it is an authentic pleasure to work. I hope that together we should can take forward the projects of change on that we have agreed. My obsession is to achieve that we are more autonomous, more enterprising and more enthusiasts, in the bosom of an Administration that usually breaks the heart to his workpeople.

Certainly, if I have to point out which the principal difficulty is, he would say that it is the proper Administration like system faced to the bureaucracy. Too many things are late or do not go out because there is no logical way of carrying out them in the narrowest margin of the authorized thing. I hope that one of our contributions should be that of lightening the bureaucracy and facing the Administration a little more towards the processes. O. what is the same, was making to satisfy needs for the citizenship in efficiency conditions.

This be enough like confession of the beginning of the year. It gives me a little of shame to have used such a personal tone. I take months removed from the routine of the intensive blogueo and perhaps I have lost a little the touch. Zuzenean logo The Basque Government is a species of holding that it includes from the agriculture to the culture, happening for the housing, the education or the meteorology. Not only we devote ourselves to very varied matters, but we are organized according to the thematic division, in departments, vicecommissions, directions, services, up to coming to the most concrete specialization. Potentially, this would suppose that the Government was opening tens different windows, one for every service.

Nowadays, this has been solved by means of the creation of a transverse service that devotes itself to attend in the first instance to any civil need. Zuzenean is precisely that, the service multichannel of civil attention of the Basque Government. If you need information, of requesting some of our services or almost any other interaction with our Public administration, Zuzenan is the first and only contact point.

Our Direction of Civil Attention, of the Department of Justice and Public administration is who manages this service, in fulfillment of this function:

"The implantation and process management that facilitate the access of the citizenship to the public services and the information, as well as to facilitate the civil participation".

The first thing that it is necessary to clarify is that in June, 2009 the service Zuzenean was still partially in project phase. And in fact, he still has left something like month to be born like finished service, when we open the office of Vitoria-Gasteiz and give beginning to the channel deferred with the implantation of the civil mailbox.

Balance of 2009

Other most innovative activities that we have initiated we can consider them to be preparatory of what we will do in 2010 and successive years.

To stabilize the accessibility to the service

In June, 2009 it was not necessary to do big reflections: the service Zuzenean was suffering a serious problem of accessibility and it was necessary to devote at solving it. They were pressing measured contenedoras, earlier even of starting a process of systematical resolution of the problem. We are speaking that, in some hourly stretches, the average waiting times 60 ' were approaching alos, and that we were attending to the only one of the three called phone companhies that we were receiving: of average!

During 2009, and still in the first months of 2010, we have a very clear target: to close the project phase and to consolidate the basic elements of the service Zuzenean:

  • to open the office of Vitoria-Gasteiz (c / Ramiro de Maeztu)
  • to enable the deferred channel, with the new civil mailbox
  • new Zuzenean portal in euskadi.net
  • to implant the CRM
  • to stabilize an organizational structure and of personnel

As colophon to the implantation phase, we will have to realize a campaign of publication that serves so that the citizenship meets us and uses us better. For example: do you already know that we work from Monday until Friday of 8:00 to 20:00? Why to wait for a tail at about 11 AM when you can be attended without delay from 18:00?

Work lines for 2010

2010 comes cargadito from illusion for Zuzenean. It is the year in which we will be provided with a finished design of the service and we will be able to devote to improve it, extend it and to open it. I leave here some notes, without will to be exhaustive.

Orientation to service processes

The Administration is a teacher in organizing his services with orientation to the control, to the bureaucracy, with entire negligence of the final recipient. Zuzenean is in the position most privileged to impel the change in our Government.

Meanwhile, it is necessary to give hurras of happiness before news like this one: "rearranged the subsidies in the field of the social intervention". Zuzenean is favored by everything what it favors to the citizenship, as it is the case.

We must rethink the activity prestacional of our Administration in terms of services given to clients and re-design the processes so that they satisfy the citizens in efficiency conditions. A perpetual task and to realize of the hand of all the Departments.

Service quality

Related to the previous point, but with a look limited to Zuzenean, we want to overcome the phase of guarantee of the mere accessibility, to give a good service in the canonical dimensions of the quality of service: tangible elements, reliability, capacity of answer, safety and empathy.

To obtain it, we have to understand how our different groups of clients interpret these dimensions. For it, we will start a system of consultation and joint work with the citizenship. And advance that I am not speaking only about Internet.

Efficiency, automation, multicanalidad

The best service, like the best umpire, is the one that less is evident. The ideal thing would be that very few persons were coming to our offices or were calling us 012. Even that seldom it had to do Internet route. The ideal thing is to obtain what is needed without information need or procedure. It is an unattainable target, but that serves as guide to take some decisions. And, in any case, it is convenient to be reducing the activities that less contribute value.

One of the routes to explore in 2010, is that of the automation. Partly, we are speaking about electronic administration. As our Administration has more electronic services, we will be able to liberate to the citizenship of the need from coming to our offices.

We are going to enable also other relation interfaces. Very shortly, we will install the first self-service kiosks in our offices and we will be monitoring his use to assure his utility.

Collaboration (inter) institutional

The majority of the attention that we pay does not end in our service, but we must climb it at a more specializing following level, where it continues the process. It is the case, for example, of the administrative procedure. In this year we must be capable of establishing new agreements of level of service with each of our internal clients, so that the chain of service is fluid and uninterrupted. In the work of coming to agreements we will find numerous opportunities to simplify and to improve the services.

We believe that it is also the moment to explore routes of collaboration with other public institutions. Especially, with two: the local Administration and the network of telecentros KZ-Guneak. The target is to bring the Administration over to the domicile of the citizens.

Learning and work colaborativo

Less visible outside, but very excellent, will be the way at which the extensive team of persons that it composes Zuzenean is employed, is related and learns. We have a magnificent team, which develops his work with notable enthusiasm. We have to achieve that he is still alive and that it is provided with river beds for the self-management and the progress.

The Plan of Innovation in the Public Services

The described work lines in 2010 are advances of what will constitute a Plan of Innovation in the Public Services, which will assemble the lines of innovation of the Directions of:

  • Public innovation and Electronic Administration (Iñaki Ortiz)
  • Computer science and Telecommunications (Txema García Orois)
  • Civil attention (a servant)

Obviously, I still do not know the content of a plan which writing we claim that it is colaborativa. In what affects Zuzenean, I offer you the first draft that we did (June, 2009) about what we would like to do this term, so that you see where the shots might go.

1. To complete the deployment of Zuzenean as the first face of the services of Basque Government before the citizenship so much for the attention presencial, as in a telephone way and online.

  • to put in functioning the new office of Vitoria-Gasteiz
  • to study the widest possibility of an office and accessible in Donostia
  • to re-found the telephone service 012 with aptitude to offer an ideal service
  • to stop providing to the service of the necessary technological resources
  • to complete the organizational design, providing us with a flexible and exact staff, with new technical rolls and with coordination
  • dimensionar the staff appropriately and to assure the correct training of the persons
  • to establish mechanisms to arrange the demand in a service 24x7 and to guarantee an agile answer

2. To turn the service Zuzenean into a modality for the offered service quality:

  • ideal accessibility, without waiting times either in counters or in phone
  • excellent image of the service, both in the Offices of Zuzenean and in the telephone and web channels
  • insured reliability, with fulfillment of the standards established in the letter of services, and without errors or risk for the persons and his information
  • answer capacity, with service attitude to obtain the best solution in the most brief term
  • closeness to the persons users, with a personalized service of the services from the state of permanent conversation with the citizenship
  • reduction of the bureaucracy, with a permanent advance in the steps reduction, times, documents...

3. To introduce measurements of collaboration with the citizenship:

  • self-service: disposition of means of self-service attend (kiosks) and online (virtual office)
  • proactividad: to evolve services towards the model "I have breakfast in the bed"
  • making participativa of the letter of services, where the standards of the service are established
  • good publication of our services, so that the citizenship knows in a precise way for what he can expect from our services
  • active listening: knowledge of the needs for the citizenship by means of a relation of continuous conversation

  • access of the citizenship to his particular information for any of the channels, with the required safety

4. To give power to the teams of public professionals to improve and to introduce his services, in the state of permanent disposal at the experimentation and at the change

  • automation: reduction of tasks that do not add value by means of the automation
  • process reengineering: to reinvent the processes to reduce his bureaucratic load and to improve the accessibility and personalización
  • new model of management, based on the persons, his knowledge and his capacity of progress and innovation
  • implication of the persons: capacity of self-management and of local progress of the persons Zuzenean agents
  • to establish alliances and cooperation relations with the Departments, like internal clients, so that all the actors of every process are faced to give answer to the civil need
  • to increase the knowledge and the interdepartmental reflection, setting as regards the experts in every family of steps
  • to encourage the enthusiasm, the continuous progress and the experimentation, to support the local changes and to coordinate these energies to provoke learning organizacional
  • to make use of simple technologies and of Internet to carry out the mentioned targets

5. To collaborate with other instances of the Administration and of the society in the rendering of service

  • to advance towards the only interadministrative window with Town halls and Delegations
  • to study the joint services service with the AGE
  • to bring the procedure points over, making use of the network of KZ-Guneak and of the collaborating entities that have giving services to the citizenship
  • to study the interadministrative service processes for his ideal resolution in service quality terms
  • to collaborate with the University and with the society in the investigation of new areas and new forms of service

[balance '09] euskadi.net | web service of the Basque Government

euskadi.net logo The motto of euskadi.net is "the portal of the Basque Administrations". A somewhat vague definition, for my taste, so, at the moment, we will remain with the idea of that euskadi.net is more enough than "the portal of Basque Government", and includes autonomous organisms, public societies, public entities and other public institutions not belonging to the Administration of the CAPV.

The model of presence of the Basque Government in Internet was raised to norm status by the Decree 108/2004. The management of the portals and of the contents of euskadi.net is decentralized: every portal has his targets and his responsible persons. All the portals share the technological platform, a common image and a scheme of cataloging that allows to share and re-use contents and visual areas between portals.

The first reflection on euskadi.net is that he has had left the suit of 2004 narrow. Some of the expectations that caused it have been demonstrated excessively and, meanwhile, Internet has given a draft towards the social web. Therefore, euskadi.net it must re-discover his model. Meanwhile, we must be capable of managing the enthusiasm: there are arising numerous initiatives that do not fit easily in our current model. It would be an error deternerlas, and also it would be an error to look for another part and not to learn of them.

Our Direction of Civil Attention, across the web service, guarantees the integration and contents compatibility, as well as a minimal homogeneity grade between the portals, which allows the resources use for the sake of his common use for all the agents of the system. A way of explaining it that is to say that the team of web agents is the internal consultants of euskadi.net, that they look over the health of the model of presence, they help the agents of every portal and introduce innovation in the system.

The function has been defined this way:

The direction, organization, coordination and supervision of the model of presence of the Public administration of the Autonomous region of Basque Country in Internet, in accordance with the established in the Decree 108/2004, of June 8.

There are another two functions of the Direction of Civil Attention that will have to be redeemed principally by the Web Service:

The putting at public disposal, for his recycling, of the information elaborated or guarded by the Administrations and organisms of the public sector according to the Law 37/2007, of November 16, on recycling of the information of the public sector.

The evolution of the environment of intranet towards a model colaborativo that gives support to the internal communication, the work in team, the shared knowledge and learning organizacional.

Balance of 2009

In 2009, the web service has had a frantic activity. There were many idle projects that wanted to go out forward. In many cases, my only merit as the director has been to separate not to bother the march of my people. I clarify that in "my people" I include 11 persons of the service and also to the team of support of EJIE, which work with many closeness to us.

To complete and to enrich the presence model in intranet

Our presence Decree in Internet is of June 8, 2004. My appointment as the director is exactly the same date, but five years later. Nevertheless, there stay elements of the Model that they have not gone so far as to complete.

In this semester we have integrated in euskadi.net portals that were out, how it was the case of Euskal Trenbide Sarea. In next dates we will have just integrated in next dates others, as those of Etxebide or Osalan... We have created, also, thematic portals of transverse character to the Departments, as it is the case of that of the Electronic Public Hiring. Other already existing portals have been re-designed. For example, the emergency subhome.

Another work line is to extract to the light contained till now managed in specific applications, as it is the case of the meteorological forecasts of Euskalmet, with the target to serve them in a more agile and robust way, at the time that they benefit from the global system of euskadi.net: enriched searches, recycling of contents from any portal of the network, generation of feeds RSS...

To improve the way of serving the information

One of the elements that more fill with pride us is the searcher of euskadi.net. Not only it is a powerful tool that dives in the most recondite documents, but every day is more a help that simplifies the navigation. We say that we are overcoming the phase of the searches to enter a stage of encontrabilidad, of delivery of information without need her to go to look.

The geographical data are especially excellent. We are taking part in the project GeoEuskadi, for which we wait allow the geolocalización to be a tag for defect in our information. We move forward to you that byline has incorporated into the project the perspective of open and of open licenses.

Another line has to do with the different visualization supports. We have set in marches pilots of visualization of portals of euskadi.net in interactive TDT and in mobile phones and we are going to begin already same with a project of locutación of the web for deaf persons.

Between the progress in usabilidad already realized, he emphasizes the way of presenting the set of on-line steps of the Basque Government. Shortly, we will be provided with a new staff of helps that will improve substantially the service most demanded by our citizenship.

You improve in the technological infrastructure

I will not bore you with details in this paragraph. Simply I will say that progress and new versions have been obtained in the infrastructure of management of contents, in the agent of axes of cataloging and in the agent of portals.

Management model

Although 2010 will be, undoubtedly, the year of the management, it is necessary to emphasize some results of 2009. One is the beginning of the systematical one of analytical web, with advanced use of Google Analytics.

They have been passed towards a model of management of the network of portals and towards the model of management (of processes and projects) of the proper web service.

Work lines for 2010

Although we will have to keep on being employed at many of the lines initiated in 2009, we hope that 2010 should be the year of the innovation in euskadi.net.

To assure an excellent quality in the information supply

During 2010 we want to affect on the quality in the information supply and, for it, we will realize a study of progress of each of the types of content that we offer. The idea is to have staff that make simpler to provide rich contents, usables and accessible.

This year we are going to adapt our requisites to those of the current version of the international norms of accessibility in the web (WCAG 2.0). Like result, we will raise progress in the publication of the different types of content and in the hardware of publication.

Also, we will present progress to improve the usabilidad of our web sites, to assure the reliability of the given information, to simplify the searches and to provide interesting, excellent and clear contents.

To incorporate bidireccionalidad to the information and the services

Beyond the mere information supply, we try to incorporate a bidirectional component into the information and the services. More important than the technological solution that we adopt, it will be to present a model of management of the web interaction between citizenship and Administration and to achieve that it is adopted of wide form in our Administration.

Between the due measurements there are the incorporation of hardware of the social web and the starting of elements colaborativos that allow that the information and the proper rendering of service to be cogenerated by the users. Finally, our intention is to make to evolve euskadi.net towards a conversational model, in which the contents could be commented and re-used.

The project Irekia, led by Nagore of the Rivers in Presidency, will be key to experiment and to be defining the laws of the game. Other initiatives as Kulturklik, the interactive portal of the Basque culture (round there the friend Txetxu Barandiarán breathes heavily) walk in the same direction. In Health and in Education other initiatives of big interest are growing. Decisively, 2010 is going to be an exciting year.

Opening of public information

Finally, in 2010 we will give the first steps for the opening and putting at the disposal of the citizenship of the public information in power of the Administration, in observance of the law 37/2007 of recycling of the information of the public sector.

Precisely, the Council of Government has reached an agreement for which the starting of the project is ordained. Both the lehendakari Patxi López and Idoia Mendia, Adviser of Justice and Public administration, have expressed publicly his support to this project. It is not a leadership what is going to be missing. And, on the other hand, the sector infomediario Basque is helping to give form to this project.

Work platform colaborativo

We do not know if we need "a piece of news intranet". What we know insurance the fact is that we need to provide to ourselves with a work platform colaborativo that promotes the horizontal and transverse work, which allows the collaboration between professionals of different services and even of different organizations. And this platform will have to have open areas, in which innovation takes place in collaboration with the society.

During 2010 we hope to realize well our model and, perhaps, to be able to go out with some pilot experience. Just in case, I have underlined the book “The treball cabbage • laboratiu to l'Administració(PDF), where our friends of the program Compartim have systematized his good one to do of these years.

Gait towards the web funkziona!

Often we have said that the public workpeople are "funcionatas Office", whose literacy TIC is summed up in the 4 most popular MS-Office applications. We need that many of them are capable of communicating in web environment. There is a new scale of skills to be acquired.

Perhaps the first step is to improve the experience of current user. Our edition hardware is any thing less commodes, less agreeable, less attractive. We must provide an environment of work where to create a contenbido is easy and recompensante.

To obtain some result in this direction, we must create the state of favorable opinion, starting by the same public positions. Between the initiatives already in march, he emphasizes the beginning of a program of conferences in matters of general interest, that we begin in due time with Genís Roca, and that we hope to continue with Jordi Graells... and enclosed with some non-Catalans :-)

The described work lines in 2010 are advances of what will constitute a Plan of Innovation in the Public Services, which will assemble the lines of innovation of the Directions of:

  • Public innovation and Electronic Administration (Iñaki Ortiz)
  • Computer science and Telecommunications (Txema García Orois)
  • Civil attention (a servant)

Obviously, I still do not know the content of a plan which writing we claim that it is colaborativa. GobCamp 2010: do you help me to prepare it?

Next Saturday, January 16, Citilab de Cornellà will receive the GobCamp Spain, a desconferencia about the progress of the Public administration. The name confuses a little, with this "b" for way, I do not know if for problems of mark with the network "GovCamp", but the design of the event is clear:

An AAPP is Unconference, for all the workers of the Spanish public administration and the interested persons in her. It is a BarCamp so we all are equal, we all have something that to explain and to share.

In other occasions we have advocated this open way of organizing days, with rupture of the asymmetry between speakers and assistants, and from which it leaves with projects in march, shared learning and alliances in road surface. And so, I will help this Saturday with a double intention:

  • to exhibit some of our projects and to look for help of the assistants
  • to learn to organize desconferencias, for a possible future event on OpenData

I request help for the first one of these targets. They have reserved me one hour (of 12:00 to 13:00) in that, in principle, I can do what he wants: discursear the whole hour (thing that I discard), to organize a workshop, to codesign a project... In this moment, I still have not decided which is going to be the matter and I need your opinion.

A possible orientation would be about how organizing a team of more dynamic work in the Direction of Civil Attention. In addition to the agents Zuzenean, who attend straight on the citizenship, we are almost another score of persons, counting our team of EJIE, dedicated to the management and the innovation. I believe that we might be more profitable with another system of work that promotes the communication, the work in team and the agile projects. Does it look like to you a matter on which to mount a workshop?

The second orientation would have to do in spite of how designing a listening system to the citizenship that was feeding our system of progress and innovation, bearing in mind the scale of services that we offer and the slightly digital characteristics of our clientele.

Another third possibility would be to show the list of projects for that we reckon and to analyze until there are a point what the Basque citizenship and our own Administration are necessary in these moments, so that we should see if we have left some shade area without including.

Other possibilities...: what occurs to you? How would you structure my hour of GobCamp?

Subsidies: yes, but inside an order

Fernando Fantova, the new viceadviser of Social Matters, realizes well the way from the beginning and has begun to cover it without losing time.

That's why, last Thursday, the 7th of January, in the third bulletin of 2010, the Decree 649/2009 has been published, of December 29, by which the subsidies are regulated for the promotion of activities of the third sector in the ambience of the social intervention in the Basque Country.

This Decree is the first step to begin to arrange the public politics on the subject of social intervention in Basque Country. It is necessary to bear in mind that talks each other of an area of performance much distributed between the different administrative levels and in that, also, the social initiative has a very excellent role. Finally, it is a question of a suitable matter to experience new forms of gobernanza, with the collaboration and the participation of the different administrations and the social initiative.

In this Decree there is annotated the ambience of the social intervention:

" activities faced to the promotion and protection of the personal autonomy and community integration of all the persons, in particular, when they are framed in or recount to the following matters: the social services; the social inclusion; the protection of the family; the prevention of the drug addiction and the consequent reduction of risks and damages; the attention and protection to the infancy and the adolescence; the integration of the immigrant persons and, in general, the interculturalidad; the attention and protection to the biggest persons; the attention and protection to the persons in dependency situation and, in general, of disability; and the freedom and affective - sexual diversity".

There are defined the common criteria of all the lines subsidize them:

  • Prevention
  • Community approach
  • Personalización
  • Synergy
  • Promotion of the autonomy, the participation and the empoderamiento of the persons and the groups
  • Standardization
  • Integration
  • Continuous progress of the management

And all the subsidies qualify in three groups:

  • Activities of social intervention with persons, families, groups and communities.
  • Activities for the strengthening of the voluntary action and the associative participation in the social intervention.
  • Knowledge management activities for the social intervention.

It has seemed interesting to me that the knowledge management activities have been included between the lines subsidize them. I believe that in this field there is a very interesting space for the social innovation and that, undoubtedly, it has to do with the knowledge management in this ambience.

By chance, on Saturday I had news across a "tuit" of Julen Iturbe of the publication of the article "Innovation opened in the third sector: the organizational model 2.0", in the Spanish Magazine of the Third Sector that Luis Vives publishes the Foundation. It is sure that it gives good tracks to innovate also in the social intervention.

There have not passed to me for high the references to the evaluation of the public politics that are realized, both in the explanatory preamble of the Decree, and in the explanation of the criterion of progress of the management. It is sure that in this topic we are going to advance in this term in the set of the Basque Government. And, also, we are going to do it of form colaborativa and sharing the knowledge. So the interesting thing is not going to be only what, but also how.

In short, with this Decree it has been passed in the good direction. I hope that it should be the first one of a long way, because in this matter, as in many others, there are big progress opportunities.

They started the administrative project that was putting the longest teeth: Compartim.

And now they have extracted a Virtual Office of Steps that has everything. Why am I going to explain it to you? Better that you see yourselves. And, also, they already explain it in the Gencat blog.

Not only everything has it, but they present it like a collective work, of that we like in Administrations in network:

They must be these that pose so satisfied in the stairs ;-).

GobCamp Spain 2010: passion for the Administration

GobCampEs The title of the post seems of a coffee announcement, but it is the least vulgar thing that has gone out for me after the bath of friendship and enthusiasm that I received in Cornellà and later, until the high dawn, in the Raval of Barcelona.

GobCamp Spain was promising to be a desconferencia and the truth is that the design of the interactions was not worked enough as to produce innovation workshops p2p. Nevertheless, it was a desconferencia in another sense: any of the taking part persons could be a speaker for proper merits and for the facility of taking part that existed in the event. So: thanks to Cataspanglish (Cris and Ann) for joining to so much excited of the Administration!

For my part I did not manage to extract time to have prepared a workshop in conditions, so I limited myself to presenting the formulation of a sleep that some have, about how organizing a team of high feeling.

Me the mere exercise was very useful of explaining it aloud, and also many of the contributions, in Cornellà and in this blog, which I am chewing meticulously.

I give up writing a chronicle of the event: Marc Garriga has done with so much his detail that is not possible to add anything. And we still have the alternative versions of Ricard Espelt and Gemma Urgell (1, 2 and 3).

I am useful to leave here the presentation of which I accompanied myself and to repeat my questions: what suggestions do you have to organize a multidisciplinary team dedicated to the civil attention multichannel, with special attention towards the web channel?

During part of the night meeting we were working the idea of creating some type of web support to share knowledge between the goverati. Two orientations arose wiki, opposite or compatible, according to ambitious and laborious that we are:

  • an Administrapedia (term invented by Iñaki Ortiz) where to share of arranged form the knowledge on the Administration
  • a space of questions and answers where to share concrete products between Administrations

In the debate a powerful idea arose: not to design this space according to the content, but of the participants, of the network. In the end it gained, for depletion, a structure as this one:

  1. Who is who
  2. Project database (Administrapedia?)
  3. Area of questions and answers
  4. Debate space (list of mail?)
For the law of "the one that proposes it eats it" I have remained entrusted to initiate the project, but I make sure you that I will be pleased of that any other person takes the initiative and of any help grade.

I project opening of the public information | open it dates euskadi

open it dates euskadi On December 29, the Council of the Basque Government reached an agreement to give beginning to the project of opening of the public information, (alias "open it dates euskadi"). This way, the maximum leadership is guaranteed at the time of being develop a project that it affects in some measurement to all the Departments. Even more, the proper lehendakari wanted to emphasize it in his speech of beginning of the course 2010, January 14.

The Basque Government commits itself to an effective opening of the public information that act in his power, understanding like publics all that information not subject to restrictions of privacy, safety or property. The disposition of sets of information in reusable formats will be realized in a tidy way and following priority criteria. The sets of information will be offered under open licenses of property, which allow his redistribution, his recycling and his use with commercial ends.

This has been a very important step from the point of view of the management of the change. Now it touches the work really. Our Direction of Civil Attention is who has assigned the function to carry out it. To obtain it, we will need the internal collaboration and the civil participation, especially of the sector infomediario, with that we are maintaining contact.

The project is initiated and, at the moment, we are concentrating in inventorying sets of information capable of being offered as open it dates, and in documenting his characteristics. To the time, we have begun the work of creation of a portal inside euskadi.net.

I would like to explain a little what is the orientation that we are giving to this project, especially after the enigmatic mention that did the cybercountry of this Wednesday to us.

They are emerging two models of opening of public information:

The model Kundra puts the focus in liberating sets of information, in any format that is minimally structured, while the model Berners-Lee does a supplementary effort to contribute to the linked byline of the semantic web. Our model wants to be pragmatic: we begin the Obama, liberating information to the biggest possible briefness, at the time that we try to pass to be able to evolve towards a model nearer to the semantic web.

We are creating a participation space for the one who wants to contribute to the development of this project. For it, we have joined the "Basque community of innovators", the platform of open innovation of Innobasque, in which Basque Government has opened a channel, with certain integration in the portal Irekia of Open Government (it is opened on January 25).

At the moment, it is in the state less than beta, but you will be welcome, although it is possible that in the first week you notice serious imbalances. The vulgar logotype that this post illustrates I have done myself in a ratillo. Better proposals are admitted. This is not a restaurant, but a txoko and who come first help to put the table :-)

The IInd quotes Getxoblog | of Open Government and other attainable sleep

it gets dark in GetxoBlog There are persons who live through weeks of 9 days, days of 40 hours. Mikel Agirregabiria is one of them. There is no another hypothesis for the overflowing activity of the world champion of the multitask. One of the last agitations that it leads is the organization of the Appointments Getxoblog, together with the rest of the association Getxoblog.

Yesterday, on Saturday, the 30th of January, coinciding with the Gesture declaration for the Peace, at which it had liked being present, and with the party of the Athletic, that I did not regret getting lost, it had me to be the speaker invited to II appointment Getxoblog, in an agradabilísimo lounge of the Hotel Tamarises, with panoramic conference to the big thunderstorm on the Cove. I have chosen the title again "do not hate the Government, I know the Government".

IREKIA, the first step

logo of Irekia The evolution of the Gobernanza, like formula of good government, and of the proper Public administration towards more open, transparent models and participativos is a process of long term, while he supposes a political and organizational transformation of big openwork impossible to carry out overnight. The new web of participation of the Basque Government IREKIA has value as he supposes the first step in this long way. And that the time will say it.

At the moment, there has been evident a clear leadership and a will decided about this sense. It is not small. With IREKIA the first step has happened.

Congratulations to all the persons who have worked so that today we could be speaking about IREKIA. Zorionak! Now it begins for them the hour of the truth. I wish them the whole wise move and a lot of luck, so that the cause of the transparence, the participation and the collaboration advances and is consolidated between us. And, of course, we are at his disposal for what we could reach port.

In this post I reflect aloud concerning the questions that IREKIA suggests me, always from my personal and subjective point of view.

On the IREKIA novel thing

It is true that IREKIA has not invented the civil participation. Advisory participation organs exist and there are public information steps in the administrative procedures. And there is minted the civil participation in the municipal ambience. Neither IREKIA has invented the participation across Internet. There has been and there are still other initiatives of on line participation like Konpondu or Part Hartu. The IREKIA novel thing is for me his vocation of integrating the transparence and the participation in practice daily of the action of government. At the moment, the legislative calendar has become public for this term and he has announced to himself, also, the publication of the plans and significant performances foreseen in the horizon of the term. The video of presentation of IREKIA expresses a clear commitment:“ the proposals, intentions, laws, measurements and plans go to exhibit to the citizenship before his approval ”. And he adds that“ the citizenship is going to be able to take part in his making ”. If this commitment went so far as to be fulfilled of systematical form IREKIA it would not be an only one novel experience, but it would turn into a world modality. I would be content that in this term will begin to fulfill, at least partially, this commitment. Because the thing is not simple. In addition to the will to do it, it is necessary to develop the model of management of the participation and to provide the necessary resources to carry out this management. And, once again, I remember that this supposes a political and organizational transformation of big openwork. But it is true that way is done to the gait. Every step that happens, and IREKIA has been the first one, it will bring us over and will claim the following step.

On the integral approach of the participation

The participation does not come down to the comments in Internet, not to the active listening in the social networks, but it takes place across multiple channels. Earlier he was quoting the instruments of participation of the traditional Administration, which are still current and are named to coexist with the new virtual participation channels. It is necessary to think the participation with an integral approach. Of course, every governmental or administrative process will have to bear in mind the perspective of the participation, incorporating the mechanisms of participation most adapted in every moment of the process. IREKIA can be a powerful participation channel, but the political persons in charge and technical staff of the Administration must learn to use this new channel of effective form, so that the civil participation does not turn into an added load difficult to manage. And we return to the model of management that he was quoting earlier. The challenge is so immense as exciting.

Speaking about integral approach of the participation, the target of the Government should not limit to facilitating the channels, but active politics should be carried out to promote the participation. I am thinking about actions of very diverse nature: from the education (in which we deposit so much hopes in exchange for so little) up to the associative world (like significant part of the organized citizenship), happening for the model management of the received contributions. I usually say that it is not enough to allow the participation, it is necessary to deserve it. And a factor key to deserve it is to manage the participation of model form.

On fond how IREKIA to the powers division

One of the clearest questions in this topic is that of how they affect the channels of direct participation to the model of division of powers. Obviating that this model does not spend in his best times, question that would exceed the scope of this humble post, it is possible to affirm without fear of being wrong that at the moment the powers division can be still calm, at least as for the channels of direct participation that now appear. They are not giant, but mills.

Every institution has a few definite functions. Grosso way, the Government designs and executes the public politics and the Parliament legislates and controls the action of government. Every institution opens channels of participation in the ambience of his competitions, but these competitions do not turn out to be altered by the fact that the respective institutions execute them of form participativa. Namely when the Government designs a public form politics participativa it is not affecting for anything to any other institution. Moreover, with participation or without her, the Government keeps on being the same way responsible for his acts. And the same happens in the legislative ambience. That the parliamentarians bear in mind the contributions carried out by the citizenship, for example, across Part Hartu he does not interfere the functions and competitions of any institution, and they keep on taking the same political responsibility as his decisions. Finally, the direct participation of the citizenship, at least in such a way that now it appears, he does not suppose any alteration of the current political model. In any case, what appears is, nothing more and neither more nor less, a way of more democratic functioning and more according to the times.

These clarifications can look like a truism, but it has seemed opportune to me to raise them because the topic was caused in a meeting of blogueros and it has been repeated now in the comments published in Internet on IREKIA.

On the internal participation

The internal participation is not the IREKIA topic, but it is a good topic. Andrea di Maio threw it in absence in the declaration opened on and-Government presented in the ministerial Malmö summit and he has turned to begin in absence now in the blogs. Of course, this is not what it touches in these reflections on IREKIA, but it is a hanging subject that also it would be necessary to tackle in this term. And since it does not touch here and now, I do not spread any more on the topic.

On the material elements of the tool

This is the point most capable of short-term progress. I say it, simply, because it is easier to do modifications in the tool than to extend his massive use on the part of the Administration or to construct a round and finished model of management of the participation.

Personally, I believe that what more it confuses is the transition between the environment of IREKIA and that of the Basque Community of Innovators (CVI). It looks like to me a good idea to have used an already existing instrument, as it is the CVI, instead of having developed a proper tool to do the same. And, also, this way the public debates take before a persons' community that can collaborate so much in the questions raised from the Basque Government, as in those who could raise other public or private institutions, sharing critical mass and making use of synergies. Nevertheless, it is necessary to improve something in the transition between both environments.

I still have tangled little as to spread in this point and, also, I am sure that from the blogosfera and the social networks numerous progress suggestions are going to come on these aspects.

In short, what seems more outstanding to me is, on one hand, the leadership and the commitment expressed with the starting of IREKIA and, on the other hand, the fact of initiating an experience that is going to allow to advance in the targets of the transparence and the participation. IREKIA is the first necessary step of a long way.
